The Market Supervision Unit

has an overarching responsibility for the handling of supervision and dispute resolution in the Department of Market Regulation, e.g., within interconnection and broadband markets. We are also responsible for supervision according to the Act (2016:534) on measures for the expansion of broadband networks (the Expansion Act). This law will be replaced by an EU regulation (Gigabit Infrastructure Act (EU) 2024/1309, (GIA), which will involve a lot of exciting implementation work for the unit. Our tasks also include issues regarding notification obligations, and we work with some issues concerning supervision at a cross-agency level. The unit also participates in the authority's international work, primarily within BEREC.

About the role

In this role, you will conduct investigations, reviews, analyses, and supervision within the unit's areas of responsibility. The work involves collecting, structuring, and analyzing extensive and often complex materials. You will participate in and coordinate cases related to supervision and dispute resolution of issued regulatory decisions, as well as in court processes. The role also includes questions about notification obligations and supervision issues at a cross-agency level.

Supervision is conducted according to the Act (2022:482) on electronic communication and the Act (2016:534) on measures for the expansion of broadband networks. An important aspect of the role is the work with the implementation and further development of the new regulatory framework GIA, which replaces the Expansion Act. The work is carried out in close collaboration with other functions and units within the organization and in project form together with colleagues with different skills and professional backgrounds. The role also involves external contacts with market actors, industry representatives, and organizations, both nationally and internationally.

About you

To succeed in this role, you are collaborative and find it easy to work with others. You contribute your perspective in joint contexts, consider different angles, and work solution-oriented in projects and collaborations with various competencies and professional categories. You have good analytical skills and can engage with complex issues and make well-considered assessments where multiple perspectives need to be taken into account. You are also self-driven and take responsibility for driving your tasks forward with good quality within given time frames, both independently and together with others. At the same time, you are relationship-building and value good and trusting relationships within the organization, where you contribute to collaboration and act as a bridge between different parts of the operation.

We are looking for someone who has:

Law degree (270 higher education credits)
Several years of relevant work experience in legal work
Good ability to express yourself in Swedish and English, both orally and in writing, in both internal and external contacts.

It is also meritorious if you have:

Notary qualification or equivalent experience
Knowledge and/or education in public law
Several years of practical work experience in supervision
Work experience in the telecommunications sector
Work experience in cross-functional collaborations.

Good to know
